- LEED v3 launches on April 27, 2009 - The LEED green building certification program’s greatest strength lies in its consensus-based, transparent, ongoing development cycle. On April 27, 2009, the next version of LEED will launch. The ability to be flexible allows LEED to evolve, taking advantage of new technologies and advancements in building science while prioritizing energy efficiency and CO2 emissions reductions.
- LEED v3 and LEED 2009 are NOT the same thing and should not be used interchangeably. LEED 2009 refers to the current edition of the actual rating systems.
Timeline for update rollout:
March 27: Reference guide e-copies available for order; hard copies available for pre-order.
April 27: LEED v3 launches.
June 26: End of 60-day overlap period, during which new projects can register under a version 2 rating system or LEED 2009.
December 31, 2009: End of free migration period, during which currently registered projects can transition to LEED 2009 and LEED Online v3 without paying a new registration fee.

- Notable changes to the LEED EB:OM program in LEED v3
Overall rating system:
o 100 base points now + 10 additional between IU and RP (regional priority) = 110 total pointsSS – 26 points

o New levels for certification (same percentage of total base credits to achieve certification)

Credit Specific Changes:
· SSc4 – Alternative Transportation -> 3 points at 10%, 15 points max @ 75% (increments of 1 points per 3.75% increase)
· WEc1 – 2 points for sub-metering OR 1 points for building meter.
· WEc2 – Fixture and fitting efficiency -> 1 point at 10%, 5 points max at 30% (increments of 1 point per 5% increase)
· WEc3 – Landscape Water -> 1 point at 50%, 5 points max at 100% (increments of 1 point per 12.5% increase)
· EAp2 – No points given at min rating of 69
· EAc1 – No points given, 71 to earn 1 points, 18 points max @ 95 rating or 45% (if EStar not applicable, increments inconsistent)
· EAc4 – On site energy 1 point @ 3%, 6 points max at 12% (increments inconsistent) - Off site energy 1 point @25%, 6 points max @ 100% (increment inconsistent)
· MRc1 – Only 1 point available at 60% purchasing (no more 40% or 80%)
· MRc4 – Only 1 point available at 90 picograms (no more 70 pico)
· MRc7 – Only 1 point available at 50% waste management
· EQc5 – updated SMACNA manual for reference (was 1995 -> 2008)
· EQc2.4/2.5 – Only 1 points now for Daylighting OR Views, new calculation options
· EQc3.2/3.3 – Only 1 point available for custodial effectiveness score of 3 or less (no more score of 2)
· EQc3.8 – REMOVED, no entryway points
· EQc3.5 – ADDED, Indoor Chem/Pollutant Source Control returns
· IUc3 – Only 1 point available for document impacts
· RP – Regional Priority credits added – up to 4 points
- Beginning August 1, 2008, the new LEED EB Operations and Maintenance program will formally supersede version 2.0; all projects registering for LEED-EB must register under the O&M program after this change. All buildings which are registered under version 2.0 will have to meet the requirement of v2.0, even when O&M is release, and will have the option to upgrade to the new version at no additional cost. - Green Building Certification Institute has been brought on to manage the LEED Accredited Professional process. If pursuing LEED AP under the EB program, the test will be conducted under the 2.0 program through December 2008. The LEED AP exam will be revised to reflect the new EB Operations & Maintenance program for January 2009.
