Local Law 87: Energy Audits and Retro-commissioning
- Requires building owners to perform an ASHRAE Level II Energy Audit and Retro-commissioning on the base building systems and submit an Energy Efficiency Report that documents both processes every 10 years.
The early compliance deadline is December 31, 2013.
- Energy Efficiency Reports are due every 10 years starting in 2013. Report deadlines are determined by the last digit of a building’s block number. Borough Block and Lot (BBL) numbers ending in 3 are due in 2013; those ending in 4 are due 2014, etc.
- The energy audit and retro-commissioning must be performed during the 4 years prior to submitting the Energy Efficiency Report.
- The energy audit and retro-commissioning processes both target base building systems including heating and air conditioning, lighting, hot water systems, and building envelope to identify potential energy efficiency improvements. The energy audit evaluates savings achievable through the upgrading of existing equipment and retro-commissioning identifies savings through the tuning and adjustment of existing equipment.
